Redmine默认情况下，编辑问题时不填写说明也可以正常提交问题。但有些业务场景需要用户必须给出具体说明。安装redmine_require_note插件后，如果用户不填写问题说明或者某些字段值变更后不填写说明，Redmine将拒绝问题提交操作。同时插件支持按项目和按角色启用“问题说明必填"功能，并支持4种“必填”模式供用户选择：
- 不要求 (Redmine默认)
- 更新问题时均须填写
- 仅关闭问题时均须填写
- 问题属性变更时须填写，支持问题的标准字段和自定义字段

可否增加一个可以配置指定字段范围，更新了指定字段范围内的字段，才需要必填说明的功能？

发现是个全局的插件，应该可以在每个项目单独设置更贴合实际需要灵活应用
